Hardship: two to three times more insured concerned
The device of taking account of the arduous nature provided by the Government was very limited. It provided a start early for the insured with a rate of disability of at least 20, only 10,000 people per year. An amendment will allow to enlarge significantly. Employees, whose failure rate is between 10 and 20, may apply for an early departure. But it will not automatically be granted. A commission of experts, including the social partners, will decide on their cases, on "criteria to be not only medical", explains the Elysee. Incapacity must result from "wear at work." Between 20,000 and 30,000 people would be affected by enlargement. The cost of the measure would increase from EUR 200 million per year to 550 million, supported by the workers of the social security branch, funded by employer contributions.

Second "Advanced" on the arduous nature: a fund will finance career end arrangements negotiated in the professional branches, but step of advance departures as UMP parliamentarians wanted to.
Third announcement: companies will have the obligation to negotiate agreements on the prevention of the arduous nature, on pain of a penalty equivalent to 1 of their payroll.
Officials: a reprieve for the mothers of three children
It is a gesture in the direction of teachers and nurses, highly mobilized Tuesday and principal beneficiaries of the current possibilities of departures anticipated for mothers officials of three children who have completed at least fifteen years of service. So far, the Government planned to remove this device from January 2012 but the unions complained of the speed at which would drop the axe. This concession will cost EUR 200 million to the horizon 2018 - that is, the expected economy will be more than 1 billion but $ 800 million.
Polypensionnés: something for the public service
Currently, must have worked at least fifteen years in public service to acquire rights in the plan of officials. Below this length, the rights are transferred to the general regime, sometimes requiring the insured to pay thousands of euros to account for the difference in the rate of assessment. This length of service will be lowered to two years. In return, the periods in the public service by the contract will be more taken into account.
Long careers: a development in the margin
The Bill expands access to initially anticipated in respect of long careers to employees who have started to work at age 17 (against 16 years ago), have sufficiently contributed. But raising the legal age would suddenly change the terms of departure for some of them. The generation born in 1953, for example, could not go to 59 years, 58 years old with current regulations. A "bond" for a year, much higher than the four months of additional work requested in the additional insureds. The device will be "smoothed" to prevent this lag. It cost 350 million euros accumulated over seven years.
